Brazil is a good choice, but you could also find superior quality clinics in Argentina if you can sacrifice a few more hours of travel. Try to visit GoSculptura, it is an agency based in Argentina that specializes gastric bypass procedures.

Two other good options for gastric bypass surgery that may even be closer is Hospital Angeles just across the border from San Diego. It’s new hospital, with renowned surgeons.
